I know what you mean, in rame they call it PFP - porn for pedophiles - when the girls pretent to be little girls. I think it's pretty sick too (and it's illegal in the US now).
But yes, TGP's are legal. It's a link site, it actually has less to risk than other free sites (ones with their own content). It's actually looking pretty good for TGP's and link sites since the trend in recent legal actions is that a URL is like a phone number. So if that holds, link sites will be considered "phone books"
