Reminds me of "The Mouse That Roared". It was a Peter Sellers movie based on an even better book that came our shortly after WWII and the Marshall Plan about a small country that was going broke and decided to declare war on the United States and lose as a way of solving their financial crisis. Imagine their surprise when their longbowmen landed in an empty NYC during a city wide bomb shelter drill and reported they had captured the US and would not be responsible for rebuilding us instead.
For anyone who enjoy political satire, it is highly recommended viewing or reading.
