They will not crawl your site if you pay them (if they are not already). The will index that page - and that page only - that is all you are paying for.
You are not supposed to get a higher ranking, but you may avoid their stupid submission penalties.
These are two of the most dishonest and incompetent Search Engines out there. You will almost certainly have to pay to get a decent listing on new sites.
