When I was young the kids LEARN english PERIOD. if They did it I'm sure the kids now days can also. The schools I went 2 in Texas we had like around 30% Spanish speaking and they LEARNED english, and I must say they learned very fast.
So what's the Diff. in kids today and in the 1950's when I started school? NONE
And i might add we had 30 plus kids in each class.
