utterly ridiculous... if they wear skirts in public, their fair game and are asking for it... chicks that wear skirts outside of the home *want* others to sneak a peak at their goods IMO.
whats next, outlawing midgets and dwarves in public locales since they might have the opportunity to see up a public skirt..!?!
