Have you seen the movie "Beyond borders"?
Granted it's not a master piece of cinematographic art, but it depicts really well the problem with helping starving people in the third world.
It's not really the money or the food and supplies to help them that is missing, but rather the logistic to bring it there and the hinderance from local governments and warlords who each want a cut that is often so big that nothing is left for the truely needy people...
