Strategic nuclear weapons are low yield nukes, which were planned to be used if needed, if there was a European war vs the Russians (before the fall of the Berlin wall)

Undoubtably there would be some fall out that would get into the atmosphere and drift around, plus it would likely radiate the land for innumerable years. The upside is that you would not need many troops, the downside is that, you are upping the stakes
