there is no way to "optimize memory" that i'm aware of. my guess is those programs just free() up memory that were previously allocated by other programs which have crashed or just havent free'd memory they didnt clean up.

i guess the "paging file" is w1ndows' swap. when your shit gets slow, press ctrl-alt-delete and look at memory usage. if its full, get some more memory.
