What I heard was that the person telling the passengers that they were returning to the airport spoke in broken english so it was probably the terrorist that had taken over the plane.
Now is not the time to guess why people reacted the way they did. Most people, thinking they wouldn't be hurt, would have done the same thing...nothing.
That said... the last plane was the only one where the passengers knew about the attacks and that plane was believed to have been brought down after an attempt was made, by the passengers, to overtake the terrorists.
I think it goes without saying that people will no longer sit, thinking they will be okay.
