Problem with this idea of war (against, say, Afghanistan) is it doesn't seem to affect the folks who deserve it. Look at Iraq. We destroyed the entire infrastructure, causing widespread death, disease and famine among the (mostly) innocent population, and Sadam and his crew lead the same life they always did.
Most Afghans aren't exactly thrilled with the leadership in place. Carpet-bombing Kabul will do nothing but make the average Afghan's life more miserable than it already is, if that's possible.
Dictatorships don't care about the general population. Making the average civilian's life miserable is NO deterrant to these fucks.
Send in special ops, sanction assinations against anyone suspected of being involved in *any* terrorist group with the understanding some innocents will die. Make sure whomever takes over a country after governmental assinations ain't gonna be worse than what was there (see: Iraq).
But simply bombing the fuck out of a country that doesn't give a shit about it's population to begin with ain't gonna do a goddamn thing.
