Or if the site is actually promoting and counselling others to rape and the scenes are real and not staged (sometimes hard to determine, but some sites do say one way or the other whether the pics are real or fantasy depictions), then those sites need to be removed and the webmasters prosecuted as per local laws. I know that the law in Canada forbids counselling to incite race hatred, CP, rape or real acts of violence.
There is currently nothing specific in Canadian law pertaining to restrictions on fantasy, personal fantasies, or fantasy movie-violence involving adults, with the exeption of productions or websites that contain sexual depictions
in the extreme end of the sexual spectrum coupled with violence. I can name and virtually recite the most recent precedents on this.
