That we should remove 1000's of sites from the net because of Heinz's fear that mentally disturbed people MIGHT be encouraged by them to do harm?

Your whole argument is completely inane buddy. Your new law according to Heinz would again have to extend to movies and other media such as TV. Why? Because psycotics may be watching "Hannibal" or "Silence of the Lambs" or Scream 1-3 or Friday the 13th 1-400 or WHATEVER. Hell, the Rocky series of movies is pretty violent, better yank them too! Duhh
