Why would you say that? When I am reviewing sites for inclusion, I first make sure the site follows the rules then I make sure it's worthy of inclusion. If you have very little content or the same content as ten other sites I've listed, you're not getting in.
If you are submitting quality sites and not getting listed, the problem is probably sheer volume: some of the catgories have backlogs of tens of thousands of sites. Other categories have inactive or nonexistent editors but mostly it's just a matter of having too many sites to review.
