A custom gig should not be a huge job for what you state here that you want. If you find the right coder it should take like 2 weeks for a workable beta build. But, you will want to hold onto this person if they do it right for post beta tweaks. 2 weeks seems too easy, I mean it's basically a web publishing service that lets people post via WYSIWYG style from preselected templates, has a registration/membership system, comment system for users, send to friends, a virtual hosting script, then have a giant admin section so you can have admins, moderators, and then have other cool features like you can search for users, keep buddy lists, seems like a 3 -6 month deal to me. Or maybe I'm just using the wrong programmers
