The most important thing is that you do what is right for you, because inevitably the animal will have a far better life.
I don't like puppy mills because I think when you buy from them, you perpetuate that situation.
As far as the rescues, I was not experienced enough to do it. If I get a second one, I likely will. So long as you get a Pug, I think they are just generally good dogs all the way around, rescue or breeder. The ones from the rescues may just require more time.
