Most people are either assuming paypal is wrong or the guy is wrong , when that isn't the point nor do we have any proof to make that decision. Paypal gets to use, spend, lend, and gain interest on all the money the "hold" for any reason.
There needs to be a third party arbitrator "ANY" account suspension that the user cannot access the funds. Any funds in question will be instantly transferred in full to a third party account that paypal or the user cannot access. Interest accrued on such funds would be paid back to the person the arbitrator decides.
