bluff the USA can't pass a law for and on behalf of other countries. If you live outside of the USA then they can't do a thing to you.
My understanding of the new requirements in relation to your question are....
Lets say they find your site and see it's registered to Mr Bluff in Holland but it's hosted in New York. According to the proposed regulation your host is not responsable for what you have on your site so I don't think they can tell your host to shut it down.

(4) Producer does not include persons whose activities relating to the visual depiction of actual sexually explicit
conduct are limited to the following:
(iv) A provider of Web-hosting services who does not manage the content of the computer site or service; or


If they do tell them to shut down your site then they will kill the hosting business in the USA at the same time. For those of us outside of the USA it's very simple to host anywhere we wish. My
