I don't think they are saying you can't use purchased content to promote them, although they are suggesting you don't. The wording here seems to suggest that they are accusing you of using "stolen" content.
Also, we noticed that you are using other people?s content to promote our sites. We do not allow this type of promotion as it infringes on other people?s copyrights
They wouldn't mention copyrights if they didn't think the content was stolen.
