Ofcourse, non-nude sites that don't implicate anything are legal, just like the Wehkamp and Neckermann catalogues are legal (those contain ads with underage girls in underwear).
The problem is that if you're walking along the edge of being legal, you always have the risk of becoming the victim of a lawsuit to establish a new precedent.
Also remember that parties like the former LPF and the CDA will gladly score some "normen en waarden"-publicity by starting a campaign against a few adult sites.
