Unless they hit you with a radar gun they're just estimating.
When you say "I don't know", they can put anything down on the ticket they like. When you give them a firm answer, they know that you'll probably try to fight it and will most likely let you off with a "slow it down" warning.
It's gotten me out of crazy speeding tickets, I've only gotten 1 ticket in 21 years of driving, and I have a very fast car.

haha nice little information to know.. i got a speeding ticket going supposedly 77 in the left lane... i was getting passed by everyone so i know i wasn't the only one and i said i don't know :X
