Drowning = Quick, painless, a few seconds of being aware that you are about to die
Burning = Extreme pain, a lot of time to think about your death, suffering
Personally, I remember there was a story about a Saint who the Romans killed. I can't remember which one, but he said to his torturers "I am well done on one side, you need to flip me over" or something along those lines. He was slow-roasted on a pyre until he died.
Slow-roasted.
That is torture.
