Absurd.
Plane's don't fly in Hurricane weather over land. The turbulance it creates is far too dangerous. Over water, planes can fly right in to the eye of the hurricane pretty much, but not over land. You would need to take your jump plane off outside of the hurricane fly in to the hurricane.
Secondly, sky diving is different than parachuting. Rectangular parachutes don't work by "filling with air" and creating drag. Rather, they're made up of a number of cells that fill with air and create the wing shape of the parachute. You're more or less dangling underneath a wing you can control with your risers. A cloth glider if you will. It'd be damn near impossible to fly this in a hurricane.
