I think having as many options as possible is the best way to go.
I mean if all else fails you can just sell me the full length high quality and I'll chop it and compress it myself for the dial up users.
But if I have to spend extra time/money on labor to do this, then obviously I won't be willing to pay as much for the content itself.
However if you had a full length vid in broadband and dial up format, plus the corresponding 1 min clips for each on the same CD that I could just upload and link to, then I'd probably be willing to pay a little more for it :D
