I don't work for IBill and have no knowledge of what they base their decisions on.
However, CCBill is not in the habit of a. talking poorly about our competition, or b. importing cc databases from other companies that are currently operational.
It's been my understanding that Visa/MC frown heavily on this, if it is not outright non-compliance. Of course the Visa/MC regs are never entirely clear and getting them are like pulling teeth.
It's also been our policy to work towards sustained and constant growth, which is good management in any business, and we don't expect any troubles down the road regardless of what anyone else is doing. We manage our business based on what we are doing, not what others are doing.
To the best of my knowledge, IBill has sent out checks on time and in full, which would be the best indicator of their financial solidity.
Aside from all this, there are some very strict policies POTENTIALLY coming down from Visa and Mastercard. How much of what's been mentioned and how soon they intend to implement it is still up in the air, but one of the major factors involves making site owners accountable for their actions, and stopping those site owners which have burned the banks in the past from obtaining processing in the future.

My suggestion to everyone always has been and will continue to be simple. Don't put all your eggs in one basket. Having several sources of processing (which may or may not include third party or your own merchant account), utilizing alternative pay methods to cc's, such as checks or dialers, and keeping an ear to the ground will make your business more successful no matter how the winds of change blow.
