Sounds to me like this is just referring to keeping box-covers clean so some 15 yr old kid can't walk into the video store and sneak into the Adult section and see some "nasty" shit.
Of course, I would like to know why ARS closed those sites like everyone else, but I don't expect an explanation and they don't need to tell us anything either. I remember Max Cash had the cum shot site "Blowing Loads", but they closed it, and quite a while before that, they removed all pissing content from Fetish Hotel. Well ARS still has Fantastic Facials, for now at least...
This whole thing is COMPLETE BULLSHIT because adults should be able to see this material that is protected behind a pay site or an AVS, but getting rid of a lot of the free shit out there would be good, EXCEPT for the fact that all those free sites are huge traffic sources, so webmasters will continue to use them, and quite a few of the big ones require that you use hardcore content on your galleries...

yup, my attorney interprets the box cover guidelines as just that...for box covers...keeping that in mind, that's also why we're going to tone down our tours and anything on the outside of paysites....
what bugs me is that some lawyer will use the Cambria list as a justification for prosecuting...so if Cambria had added "no blonde bimbos with fake tits" a lawyer would interpret that as obscene since it was on "the list".
