With Windows XP, I believe. Usually a database of thumbnails for use within an open window if either the "view as thumbnails" or "view as filmstrip" options are checked... afaik its just a cache of thumbnails so that Windows doesn't have to generate them each time the contents of the folder are viewed. It can be turned off under the folder options in the XP control panel, if thats done then Windows will generate thumbnails each time the folder is viewed without creating a Thumbs.db file.
