I don't think Russia had much of an Army in 1939 when Germany invaded Poland at the start of WWII. Less than a month after Germany invaded Poland, the Russians invaded Poland from the other side as well as invading a number of other baltic states. In other words the Russian Army - what little there was of it - was spread pretty thing. The last thing they expected was an attack from Germany, which they had signed a treaty with.
