Ashcroft changed the rules because he was asked by Congress why he had not carried out any investigations with the then regulation. His answer was the law was not right and he would tighten it up.
But filling jails with people on paperwork offenses will not happen, unless those people are doing extrweme stuff, then it's a lovely tool to make easier to inprison. Most will end up with a whacking fine and a lawyers bill.
Here's another reason to get the 2257 documents. The law said you did not require them but they should be held by the producer. The law has been changed and now many are left looking for companies that no longer exist or brokers who listed the producer as Custodian and he's over seas.
Haremgroup were selling content and now disappeared, so anyone in the US who bought their content has a choice, take the risk or dump it.
As for webmasters being interested in this, they would rather talk about beer.
