honestly I don't think you will find a program that meet all your "rules". Topbucks pay $30/console free and I'm pretty happy with that. They DO have prechecked cross sales, but they have to make some money too ya know. I see a few guys spamming here, but when you take a closer look most will fail according to your rules.
