this can't be stressed enough
if the guy in housekeeping or the front desk pick up a phone and get someone swearing, yelling, etc. they now don't give a fuck if you get service or not.
If you call them and explain the problem and say things like "I just got here after a long flight" or "I'm wanting to go down and use the spa" they'll be more receptive and act quicker to get your problem solved. Let them know you're there to spend money and they'll take better care of you.
