I think he was worried more about the unfairness of Program A having 5,000 affiliates and having spent $50,000 on promotion of their program, while Program B having 10 affiliates having spent $0 on promotion of their program, can now be exposed to advertisements to webmasters that they spent $50k getting, and not receiving any funds from advertising ?
