Thats exactly what the Third Reich tried to do and did succeed in doing to some extent. Ask the countries that were occupied by the Germans.

An empire comprises a set of regions locally ruled by governors, viceroys or client kings in the name of an emperor. By extension, one could classify as an empire any large, multi-ethnic state ruled from a single center. Like other states, an empire maintains its political structure at least partly by coercion. Third Reich wasnt an empire. Hitler had a vision to make a big German empire in Europe but he failed.
BTW, Hitler wasn't an emperror either.
