You can hold and detain people untill the police arrive. It's seen on Cops all the time. Guy tries to rob a store, store clerk smacks him with a bat and sits on him and yells "call the cops"
Cop shows up and says "WOULD YOPU LIKE TO MAKE A CITIZENS ARREST?"
Guy says "Yes"
