No it is not the same. A 14 year old has not really reached the mental capacity to handle a relationship. (there may be some exceptions as there always is with humans and yes some 18 year olds may not either).
Someone who is really interested in someone who is not an adult ussually knows this and is also interested in the control factor. (pedos aside)
Can someone say a 30 year old be turned on by say a 15+ year old, odds are yes. They just should have the mental capacity to not act on it, knowing better.
