Proposed Legislation Would Shut Down Web Sites That Charge Users to See Child Models

W A S H I N G T O N, May 7 ? Two congressmen want to outlaw Web sites that show children modeling clothes without promoting a specific product.

"These Web sites are nothing more than a fix for pedophiles," Rep. Mark Foley, R-Fla., said Tuesday.

Foley and Rep. Nick Lampson, D-Texas, have written a bill that would make it punishable by up to 10 years in prison to operate or use an Internet pay site showing models age 16 and under if the site does not "promote products or services beyond the child."

The proposed legislation would not apply to sites that don't charge fees to see the images.

"If a child is modeling for Gap or Gucci, it's legal. If the site is selling nothing else than the child via photos or video clips, it's illegal," Foley said of the legislation.
