What's not to pass?
You can't sell admission to see children posing. Big deal.
If you have a nice inventory of child sized bathing suits and have actually taken some orders for child sized bathing suits, then you're fine.
If you're selling admission to see "13 year old Tina's super tight, nubile young body" with nothing else, you're screwed.
