In other words read the article...if you open the site for FREE it's okay.
"The proposed legislation would not apply to sites that don't charge fees to see the images."
Now you tell me how is this stopping CP?

Who's gonna open a CP site for free?
Okay, say you're right, and all the CP sites switch over to a free format.
Do you think that's the end of it? Congress gives up and goes home and says "We lost, we can't stop CP"?
I don't have a very high opinion of politicians. But in this case instead of jumping all over them and telling them to stop wasting my money, I'm willing to at least let them do SOMETHING. There's worse things to waste their time and my money on.
At least in this case it's for a good cause that I can actually support, even if it won't work and has to be corrected later.
Most laws get revised in some form or another. Let them start draining the profits from the CP sites, then work on the ones that do remain.
Would I rather it all be done today? Yes. Will it? No. Is this at least a start of some kind on something that I do think is a worthwhile cause? Yes.
I dunno what else to say. It's not the best thing that could happen, but it's better than nothing, and it's better than what's being done now, and it will in fact start the process of getting rid of CP. That works for me....for now.
