It's called deception and fraud.
The object of this action by iBill can be for several reasons.
1) The securing of funds from EU banks
2) Decieving webmasters into thinking "INTECA" is some organization with credibility - it is not.
3) Using this as yet another delay excuse till we hear the words "the arrangement with INTECA did not come to fruition, but, we are proceeding forward and intend to pay all webmasters".
Regardless of any of the above.... they are, at least, lying yet again, and, at worst, committing fraud.
