If like some boards you let your surfers do anything they want, you'll likely piss off some webmasters. On the other hand, if you enforce rules too closely, the surfers will go away and be far less likely to remain on your mailing lists. (It they like the forums, they'll usually put up with a reasonable amount of spam).
