The difference is football has always had very effective and strong testing procedures in place.
Players get fined and suspended if they have the wrong type of asprin in their system for christ sakes.
The NFL is VERY strict about it.
They are making a big deal over baseball because it is the only pro sport that does not have a real testing/penalty system and by and large they take the attitude of turning a blind eye in favor of profits rather than keep the players from killing themselves.
