The NFL is VERY strict about it.
They are making a big deal over baseball because it is the only pro sport that does not have a real testing/penalty system and by and large they take the attitude of turning a blind eye in favor of profits rather than keep the players from killing themselves.

95% of college and pro football players are using a wide variety of anabolic steroids, testosterones, growth hormone, prohormones (now illegal) and god only knows what other drugs to increase muscle mass and physical performance.
do you really think that in a billion dollar business that is 100% dependent on the players using anabolic steroids that there is fair and objective testing and no one can go around it? that its not really in anyones interest to see that players get around testing?
the players get busted constantly for steroid use.
baseball is a target simply because out of the blue, people began breaking records that existed for decades, McGuire brought prohormones to the public light which were made illegal a month or two ago, people are getting busted steroids in baseball right now, people are admitting steroid use, players are point the fingers at others and have basically created a situation that demands attention... and change. its about politics, not sports or health issues.
