all you can really do is clamp down on student visas... screen the fuck out of the people coming into the country.. i hate to say it.. as it would really suck being a muslim in the US at the moment.. but any more attacks... and you're looking at banning travel ro muslims.. or arabic people.. i don't think it would take much for those sort of laws to be passed in an ongoing state of emergency..
