They already have all the spider technology. just apply it to adword.
check IP of people who submit ads, ban russia and taiwan... etc...
I mean, those arent perfect rules, but it took me 3 seconds to come up with them. Google could have taken 2 of their engineers, sat them down for a day, and develop something half-decent.
I hope not, but they might just be happy making money and using the good old 'we cant do anything' excuse...
