Once the surfer hits the site it's entirely up to the sponsor to make it work IMO.
Saying that, I think if you are going to penalise a webmaster for sending shitty traffic on PER SIGNUP, you should be rewarding them for sending GOOD CLEAN traffic. I know pimpinpays does reward healthy traffic
