A law that would stop linking to directories would also stop linking to any page on the web without permission of the site owner. If we used your logic, then the web wouldn't exist.
I am against content theft, but this is not that. He is linking to a page on your site and you didn't give him permission to - well, then stop him. Again, when was the last time you asked permission to link to a page on any website? I bet you don't ask permission to link to other sites either, right?

Yes I would ask for permission if I was going to link to a server in such a way that I could possibly 1. bring the server down by overloading it with traffic or 2. Cause the webmaster to pay a large bandwidth bill.
And yes there is a law against it. It is called bandwidth theft! If you look on the fucking page you will see that even the guy posting the shit knows what he is doing is wrong. Look at some of the links they say "cracked by".....
