Step one:-

Get a membership here.

Step two:-

Buy a decent digital SLR (Canon, Nikon etc) with a really long lens (600mm f4.5 minimum).

Step three:-

Hire a helicopter to fly over the address you got from step one, remembering to take along the camera from step two.

Should be marginally cheaper than using a dialer to download pics, but probably just as illegal.
