Spamming is just direct marketing. Smart direct marketers try to find lists of likely prospects: people one might reasonably assume could be interested in your product or service.
A list of people who absolutely are interested would be great, but is pretty much a fiction. Things are simply never that cut-and-dried.
Spam, like so-called "junk mail," is the unsolicited mail you don't want. The postal junk mailer risks wasting postage money by poor list selection and management. The online spammer risks various kinds of retaliation, official and otherwise.
