if this is set to '1' then set it to '0'

HKEY_CURRENT_USER \Software\Policies\Microsoft\Internet Explorer\Control Panel\AdvancedTab

you could see if there is anything funny looking in these keys, if there is a 'Restrictions' sub key it might have some restrictive values set...

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Int ernet Explorer

HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer

you could also see if you have this one set to a 1 (if it is set it to 0 instead)

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\CurrentVersion\Internet Settings Security_HKLM_only

other than that, I dunno.
