the short answer is because brazil is a young country with lots of miscegenation.
this interbreeding with natives, europeans, and blacks provides a smorgasbord of female exotica unlike anywhere else in the world.
plus, most of the native indians have good complexions due to climate---so brazilian girls do have lovely skin for the most part.
and it is a "body conscious" culture---it's warm most all the time so people run around in skimpy clothes---unlike temperate climates where the girls don't expose themselves so much and sit around at mcdonalds.
it ain't cool to be a fatty in rio.
