The regulations are clear and specific on this point.
DVD stores and magazine sellers are considered to be distributors and are therefore exempt, because they solely
handle material which is required to be 2257 compliant. They do not edit, mix or in any other way act upon the material they sell/rent, therefore they are not considered to be producers as are - for example - website operators.
